Before contacting a rescue, decide if you will be able to supply a rescued Bichon Frise with all the necessary care. The Bichon needs much grooming which can be rather expensive. In addition, Bichons are very people-oriented dogs that need constant interaction with their owners. If you have to spend long hours at work, a Bichon may not be a breed for you.
Keep in mind that dogs kept usually in rescues are not always purebred. Considering conditions under which a Bichon happened to get into a rescue, one cannot expect it to have a pedigree.
A rescued Bichon may not look exactly like a dog from a picture. Bichons that have been found in the street often have problems with their coat. Rescue officers have to shave such dogs since it is the only method to put their coat in order. They also evaluate each dog's personality. Some rescued Bichon Frises do have behavioral disorders.

It is accepted that the Bichon Frise has ties to Spain (possibly originating in the Canary Islands) and was traded by Spanish sailors. In the 16th century, the breed became popular in the French royal courts. Bichon Frises were used as circus performers in the past, but today they are primarily a companion and show dog.
